My computer is 3.06 GHz.But myself is never satisfied with this speed, I just want to overclock it to 3.5 GHz. Can anyone tell me how to do it safely without any liquid cooling and without using bios. It also can to be used daily without using any liquid coolant.

Should be overclockable. you can use third party software to overclock but they are not recommended at all. It is alot safer to overclock through the bios. U do not need liquid cooling to overclock. U could probably overclock on your stock cooler but i advise you to change to a better cooler.
Liquid nitrogen? You need a license to purchase that stuff and even then you would need to keep it at -320 °F to keep it in its liquid state, which I assure you would cost a lot of money in electricity and refrigeration to do.
You need to use the bios to over clock. You need a better way to displace heat when you over clock.So no, you cant do it the way your talking about.
