i spent days and nights, i turned the web upside down,,,and i stil ddnt get an answer to the question you’re asking now !!!!
anyways, you can try SETFSB,,,but goodluck getting the PLL,,,bt all the one starting with CV works but doesn’t seem to do anything,,,my sytem freeze whenever i move more tha 5slides (((((you’ll understand all this after u try SETFSB)))
and for the graphic card, still ZERO hope,,,i just use a program called intel display adapter managment tool,,,it changes the vertex from hardware to software, that makes some games work, when they ddnt even open before.
im writting this answer after a whole night looking for answers just like you,so my answer to you is:

    ok ill tell you:
    1) any brand manufactured computers (ie dell,hp,sony etc) all have locked bios functions for overclocking.
    2) most all laptops have bios overclocking locked also.

So the only way is via software, and trying to find software that works for both your specific processor/motherboard is hard just by itself. Then you have to think about cooling, which isnt an option in a laptop.

So really you cant overclock laptops….
